Senior Counsel, British Columbia Investment Management Corporation (BCI)

Frances was born in South Africa and moved to Vancouver Island with her family in 1993.  After graduating from Brentwood in 2006, she attended Colgate University for one year, before transferring to Queen’s University where she completed her Economics undergraduate degree in 2010.  Frances moved back to Vancouver Island for a few years to complete her law degree at the University of Victoria, after which she moved to Calgary to start her legal career at McCarthy Tetrault, one of the major national law firms in Canada.

In private practice, Frances was a member of the business law group, working primarily on public securities offerings and mergers and acquisitions for pipeline and other Calgary-based companies.  In 2017, Frances was offered the opportunity to complete a secondment at British Columbia Investment Management Corporation (BCI) in Victoria, which she eagerly accepted in order to avoid another Calgary winter!

After her secondment, Frances accepted a permanent position in the legal team at BCI and has been working there for the last seven years.  BCI is a large investment manager serving the British Columbia public sector, with assets under management of over $250 billion.  Frances is responsible for the legal aspect of investing at BCI, primarily supporting the Private Equity and Infrastructure & Renewable Resources asset classes.

Frances lives with her young family on the Saanich Peninsula, and she is thrilled to be welcoming her third child in just a few weeks!
